Way back in 1985 I used data from a Naval Research Laboratory report titled "Automatic Translation of English Text to Phonetics by means of Letter-To-Sound Rules" to write a C program to translate English text into phoneme codes. Since then other people have used the program in a Text-to-Speech program, translated it into Java, and modified it to use IPA phoneme codes.
